Most Venerable Tuyen Hoa's original surname is Bach, the customary name is Ngoc-Thu, the French name is An-Tu, the name is Do Luan, and Tuyen Hoa is the Dharma name given by the Elder Venerable Hu Van when he received his mission as a human being. Inheriting the ninth generation of Dharma transmission of Zen Tong Quy-Gang, he was born on March 16, Year of the Horse (1918), in Kiet Lam province, Song-Thanh district, Tung-Giang province, Northeast China (ie Manchuria). From a young age, he was deeply enlightened, so he decided to leave home to practice the Way. When he was nineteen years old, he met his mother's mourning. After completing the burial, he went to Tam Duyen Pagoda to bow to Old Venerable Thuong Tri as his teacher, and ordained as a monk.  

Capital raising the desire to bring  the Dharma  to all over the world, in 1961, he went to Australia to propagate the Dharma; and the following year, 1962, he went to San Francisco, USA. Along with teaching the Dharma, he also did countless other merits of saving lives. In 1976, he established  the Holy City of Ten Thousand Buddhas , the foundation for spreading the Buddhadharma in the United States. With the spirit of "For the Dharma forget oneself," the Master did not mind the hardships, regularly going to ashrams at home and abroad to propagate the Buddhadharma. He is respected by all precepts for his ascetic lifestyle and observance of his Precepts. 

On June 7, 1995, Venerable Tuyen Hoa passed away in Los Angeles, USA. His ashes were scattered on the site of the City of Ten Thousand Buddhas in accordance with his teachings:  “When I arrived, I had nothing; when I go, I still have nothing. I don't want to leave a trace in the world. I came from nowhere. I will return to nowhere!”. Although he did not want to leave a trace in this world, his merits of spreading the Dharma in the West, translating scriptures, and establishing his ashram and school during his lifetime planted the seeds of Bodhi and has had a profound effect on all classes of the Western population.

City of Ten Thousand Buddhas  (English:  City of Ten Thousand Buddhas ; Chinese: 萬佛聖城) is an international Buddhist community and monastery founded in 1976, by Venerable Master Tuyen Hoa , an important figure of Western Buddhism. Located in the rural California community of Talmage, 110 miles (180 km) north of San Francisco, it was one of the first Zen temples in the United States, and one of the largest Buddhist communities in the world, largest church in the Western Hemisphere. The temple is noted for its strict adherence to vinaya, a traditional Buddhist principle in the direction of asceticism.

The pagoda has an area of ​​488 acres, currently only using about 80 acres. The rest of the land is grasslands, orchards and forests. Scattered to the west of the pagoda are large buildings and small houses. The main hall and the monasteries, academies, offices, the main kitchen, the cafeteria, the vegetarian restaurant, and the operating facilities are all located in the Holy City.

Ten Thousand Buddhas, ie 10,000 Buddhas, also means boundless, infinite number of Buddhas, and the word Saint means saints, bodhisattvas, and arahants. The City of Ten Thousand Buddhas is based on the six great meanings of Buddhism: no fighting, no greed, no pursuit, no selfishness, no self-interest, and no false speech.
